Carin Skapars
Carin Skapars is a transformational healthcare executive with a proven record of advancing quality, outcomes, and member safety across national organizations. As Chief Quality Officer at Carelon Health, part of Elevance Health, she leads enterprise-wide quality strategy and performance across specialty and whole-health solutions—integrating physical and behavioral health quality programs across the continuum of care. Her work focuses on improving member experience, strengthening accountability, and driving equitable, data-informed system transformation.
Carin previously led quality and member safety functions at Carelon Behavioral Health, Centene Corporation, and Magellan Health Services. She holds a Master of Science in Counseling Psychology from SUNY Oswego and is a Licensed Mental Health Counselor and Certified Professional in Healthcare Quality (CPHQ®).
